Terrance W. Gainer is a retired American law enforcement officer and security consultant. He was born on April 17, 1947, in Savannah, Georgia, and grew up in Arlington, Virginia. He graduated from the University of Virginia and received a master's degree in national security studies from Georgetown University.
Gainer served for more than four decades in law enforcement, including as the 38th Sergeant at Arms of the United States Senate from 2007 to 2014. He was responsible for the security, administration, and protocol throughout the Senate and its office buildings, as well as oversight of the Senate Police Department and Senate Office of Emergency Management. Prior to his Senate appointment, Gainer served as Chief of the United States Capitol Police from 2002-2006.
Gainer also served as the Chief of Police for the Metropolitan Police Department of the District of Columbia from 1998-2002. He was a high-ranking member of the police department in Chicago, Illinois, for more than 20 years before coming to Washington, DC.
After retiring from law enforcement, Gainer served as a security consultant and advisor to government agencies and private companies. He has been a commentator on national security and law enforcement issues for major news networks.
Gainer has been recognized for his leadership and service in law enforcement with numerous awards, including the Presidential Rank Award for Distinguished Service in 2005.
